Fragmented data and legacy systems hinder decision-making
Two out of five said there is a central system linking some of the data, but there are significant pools that sit in separate silos. Just under two thirds reported that significant data silos continue to affect their organisation’s ability to manage data effectively.

Difficulties in effectively implementing AI and automation
Despite the clear potential many organisations are struggling to implement AI solutions effectively on a large scale due to difficulties in obtaining the required technical expertise and technology. In fact, half of the council members acknowledged that their organisation is not yet doing enough.

It can be tempting to button down a plan that provides answers to the myriad questions raised by big change. However, these answers cannot limit the ability to respond to the new opportunities and risks that will inevitably arise. Being alert to new information and willing to change tack is more important than delivering against a pre-approved plan.
